Q. Ray,
 
I am seeking clarification on the wording of the camping requirement for OA membership. The "two-year period prior to the election" is not clear to me. Can a first year Scout who crossed over one year ago, who has achieved the rank of First Class and who has met the camping requirement be considered eligible? Or must he have completed his second year? I have read all of the Q&As and cannot see where this has been asked before.

Thank you for your note. The phrase "during the two-year period prior to the election" is meant to set an upper bound on the time period, specifically to exclude camping done more than two years ago. If a Scout meets the camping requirement in his first year in a troop, he is eligible for election, assuming he also meets the other requirements.
