Meet Your NCOC 2025 Youth Leadership Article Header

This December, youth leaders from around the country gathered in Dallas, TX for the 2024 National Planning Meeting to select the leadership for this year’s National Program of Emphasis, the 2025 National Council of Chiefs (NCOC). NCOC 2025 will bring all lodge chiefs from across the nation to the Philmont Training Center in Cimarron, New Mexico. The event offers them a unique chance to network with other Arrowmen, participate in essential leadership training, and directly connect with national leadership; the OA’s youth leaders in attendance will have the opportunity to guide the future of the Order of the Arrow.

The 2025 NCOC will be led by newly elected National Chief Samuel Crowder and National Vice Chief Ben Jones, supported by a dedicated team of section chiefs. These leaders will guide the event alongside youth event vice chiefs (EVCs), who were elected by their peers to oversee key committees. The Cohorts, Communications and Technology, Gatherings, Induction Experience, Recreation, and Pillars Committees (created to implement the 2025-27 OA business plan), will each be directed by an EVC. Together, they will deliver a fun and transformative training experience for OA youth leaders from around the world.

The following are the youth leaders elected to serve as EVC for this year’s NCOC:

Laila Labib - Cohorts

The Cohorts Committee is responsible for creating the teams and groups during NCOC based on individuals’ various skills, interests, and backgrounds to ensure that participants receive a tailored experience.

“I’m so excited to get the opportunity to see all of our organization’s foremost leaders experiencing the beauty of Philmont.” E17 Section Chief Laila Labib is an Eagle Scout and Brotherhood member of Woapalanne Lodge and Troop 1150 in the Patriots’ Path Council. She is a finance student at The College of New Jersey, with aspirations to work in finance before potentially attending law school. Laila has served as section secretary, lodge vice chief, and as a facilitator at NLS. In her free time, she enjoys traveling, having visited 15 countries, and spending time with friends. Her favorite OA memory is hosting a pie-throwing event, where she saw enthusiasm among members and felt the impact of her leadership efforts.

Emma Wright - Communications & Technology

The Communications & Technology Committee is responsible for managing all communication and media regarding the NCOC including but not limited to: promotional materials, newsletters, photography, the NCOC app, and more.

“For NCOC, I am most excited to capture and convey the incredible experience of all participants.” E6 Section Chief Emma Wright is an Eagle Scout and Vigil Honor member of Coosa Lodge and Troop 4160 in the Greater Alabama Council. She is a business administration student at Wallace State Community College, with plans to transfer for a bachelor’s degree in finance. Emma has held numerous leadership roles, including section vice chief and NOAC 2022 on-air talent personality. When not working as a receptionist, Emma enjoys caring for her flower garden, riding around with friends, and eating her favorite flavor of ice cream, chocolate. Her OA leadership is driven by a desire to provide opportunities for upcoming leaders to grow authentically.

Gary Moffatt - Gatherings

The Gatherings Committee is responsible for facilitating events such as shows and NCOC-wide activities.

“I’m very excited to be able to work together with my committee on bringing amazing gatherings and shows to the NCOC.” E14 Section Chief Gary Moffatt is an Eagle Scout and Vigil Honor member of Ho-Nan-Ne-Ho-Ont Lodge and Troop 133 in the Allegheny Highlands Council. A graduate of culinary arts from Niagara Falls Culinary Institute, Gary works as a lead cook at Wegmans and aspires to become an executive chef. He has held several leadership roles, including lodge chief and section secretary, and has earned accolades such as the Founder’s Award. In his free time, Gary enjoys golf, disc golf, cooking, baking, and playing Magic: The Gathering. His OA journey is driven by the desire to give back the impactful experiences that shaped his own life.

Wyatt Corbin - Induction Experience

The Induction Experience Committee is responsible for delivering the revised OA induction process in which NCOC participants will have the opportunity to experience the new Ordeal firsthand.

“I’m eagerly excited to meet the leaders of this organization and provide my expertise so they can have something beneficial to take home.” E4 Section Chief Wyatt Corbin is an Eagle Scout and Vigil Honor member of Yustaga Lodge and Troop 30B in the Gulf Coast Council. He is a cybersecurity in analytics and operations major with a minor in military studies at Pennsylvania State University, aspiring to be commissioned into the Air Force as a cyberspace effects operations officer. Wyatt has served in several leadership roles, including section secretary and lodge historian, and actively works to inspire new members to feel connected to the OA community. In his free time, Wyatt enjoys the gym, hiking, listening to music, and building Legos. He has lived in five states and cherishes his experience at the 2023 Operation Arrow.

Sophie Schell - Recreation

The Recreation Committee is responsible for organizing engaging activities and events that promote fellowship, enjoyment, and physical participation for all attendees.

“I’m excited to have a Philmont day of fun where Arrowmen can explore all that Philmont has to offer.” E10 Section Chief Sophie Schell is an Eagle Scout, Vigil Honor member of Amangamek-Wipit Lodge, and a member of Troop 248 in the National Capital Area Council. She is a dual-enrollment student at George Washington University, planning to pursue a bachelor’s degree in political science and economics, followed by law school. Sophie has held roles as lodge chief, section chief, and NOAC Gatherings Key Lead for the ARC Committee. In her free time, she enjoys rowing, skating, and spending time with friends and family. Her favorite OA memory is the Boulder Bash at NOAC 2024, which showcased the unity and purpose of the OA.

Connor Tsai - Pillar A1

The Training Pillar A1 Committee is responsible for organizing and facilitating training based on point A1 of the 2025-27 OA business plan: “Broaden the reach of the OA’s brand – with an emphasis on parents and prospective members – to increase the share of OA membership within Scouting America”.

“My primary goal is to create experiential training that lodge leaders can bring home to strengthen their programs.” G13W Section Chief Connor Tsai is an Eagle Scout and Vigil Honor member of Tiwahe Lodge and Troop 713 in the San Diego Imperial Council. Connor is currently a high school senior, and he aspires to earn an MBA and work at his family’s dental practice. He has served in roles such as section secretary and lodge vice chief. In his free time, Connor enjoys scuba diving, hiking, and running track hurdles. His favorite OA memory is the opening show at NOAC 2022, which inspired him to embrace the community and leadership opportunities the OA offers.

Madison Wagner - Pillar B1

The Training Pillar B1 Committee is responsible for organizing and facilitating training based on point B1 of the 2025-27 OA business plan: “Focus lodges on activating new members by providing an inclusive community for OA members and by promoting excitement about the Order of the Arrow and its mission, vision, and purpose”.

“I’m excited to connect with lodge leaders around the country and shape what our program is going to look like going forward.” E2 Section Chief Madison Wagner is an Eagle Scout and Brotherhood member of Mishigami Lodge and Troop 2 in the Michigan Crossroads Council. Madison is currently a high school senior and plans to pursue political theory and constitutional democracy at Michigan State University, with aspirations for law school and a career in public policy. She has held roles such as lodge vice chief of administration and section chief. In her spare time, Madison enjoys volleyball, wrestling, puzzles, and travel. A standout moment in her OA journey was serving on the 2023 Operation Arrow staff, where she decided to further her involvement in the OA Order.

Todd O'Neil - Pillar C

The Training Pillar C Committee is responsible for organizing and facilitating training based on point C of the 2025-27 OA business plan: “Create a member journey that attracts and retains as many young people within Scouting and the Order as possible”.

“I am excited to have the unprecedented opportunity to create an innovative experience to transform lodge leaders and see the impact that it leaves on them.” G3 Section Chief Todd O’Neil is a Vigil Honor member of Netopalis Sipo Schipinachk and Troop 700 in the Longhorn Council #662. Todd is currently a high school student, and he aspires to pursue a degree in architecture. He has served in roles such as lodge vice chief of administration and conclave vice chief of training. In his free time, he enjoys shotgun shooting and both creating and admiring art. His continued service is driven by his desire to inspire Arrowmen to pursue opportunities the OA has to offer.
