Youth leaders from around the country gathered in Boulder, CO for the 2023 National Planning Meeting in December to select the leadership for NOAC 2024.
The program will be led by National Chief David Gosik and National Vice Chief John Andrew Segebarth, and will be powered by over 250 Arrowmen. A corps of section chiefs at the planning meeting, known as conference vice chiefs, will assist in leading the effort. Each of the Activities and Recreation, Adventure Central, Communications, Conference Festival, Conservation and Sustainability, Engagement, Inductions, and Ceremonial Events, Pacesetters, Shows, Special Events, and Training committees have a youth conference vice chief at the helm, who a lead adviser for the committee advises. Under the leadership of these CVCs, the committees at NOAC will provide fun and learning to thousands of Scouts from across the world.
Here are the youth leaders selected to help lead NOAC through their service as conference vice chief:
Samuel Crowder - Activities and Recreation
“I’m excited to be able to see people from across the nation, and to be able to enhance the program the best I can.”
E8 Section Chief Samuel Crowder is an Eagle Scout and Vigil Honor member of Klahican Lodge and Troop 257 in the Cape Fear Council. He is an Economics major at the University of North Carolina at Chapel Hill. In his free time, he enjoys running distance, playing basketball, and participating in the economics club. He is also involved with the Residential Hall Government at UNC. Ask Samuel to do the dance move “The Worm” at NOAC, as he shared that he can do that when asked for a fun fact.
Jacob Ball - Pacesetters
“I’m excited to be able to provide Arrowmen with exciting opportunities to learn about healthy living through fun individual and team competitions as well as wellness training and activities.”
E6 Section Chief Jacob Ball is an Eagle Scout and Vigil Honor member of Mowogo Lodge and Crew 1109 in the Northeast Georgia Council. He is a Civil Engineering major at the University of Georgia and plans to start his civil engineering firm. In his free time, he likes to play guitar and trumpet, and is in the University of Georgia Redcoat Marching Band. He is also working on getting his Commercial Driver’s License!
Vincent Mirabella - Conference Festival

E18 Section Chief Vincent Mirabella is an Eagle Scout and Vigil Honor member of Kintecoying Lodge and Troop 5 in the Greater New York Councils. He is a Political Science major at the Macaulay Honors College and plans to attend law school. In his free time, he likes to run, play basketball, and teach martial arts. Vincent also shares a birthday with our national chief.
Marc Jacobs - Inductions and Ceremonial Events

E5 Section Chief Marc Jacobs is an Eagle Scout and Vigil Honor member of Tipisa Lodge and Troop 641 in the Central Florida Council. He is a Political Science major at Florida State University, and plans to work in the legislature. In his free time, he likes to go to the beach, play tennis, and play in his university’s marching band. Marc is well-traveled and has been to 42 different states out of the 50 states.
James Laker - Conservation and Sustainability
“I'm really excited to see NOAC be more sustainable, and to trade patches in my free time!”
G14 Section Chief James Laker is an Eagle Scout and Vigil Honor member of Wa-La-Moot-Kin Lodge and Troop 169 in the Blue Mountain Council. He is a current high school student, who is committed to the University of Idaho for the fall and plans to major in Environmental Science. In his free time, he likes to play video games, ride bikes, and trade patches.
Laura Sun - Training
“My committee has been working hard to expand what we've traditionally thought of as Training at NOAC. Arrowmen at NOAC this summer will be able to attend career panels, learn if college is right for them, and work on their professional networking skills - as well as patch designing, preparing for the zombie apocalypse, and much more!”
G17S Section Chief Laura Sun is an Eagle Scout and Vigil Honor member of Saklan Lodge and Troop 582 in the Silicon Valley Monterey Bay Council. She is a Mechanical Engineering major at Stanford University and plans to pursue a Master’s in Mechanical Engineering. In her free time, she likes to read, paint, and spend time outdoors. A fun fact about her is that her left hand is about a centimeter larger than her right hand.
Carter Stoner - Special Events
“I’m excited about attending my first NOAC and just taking the whole conference in!”
E1 Section Chief Carter Stoner is an Eagle Scout and Vigil Honor member of Sakima Lodge and Troop 906 in the La Salle Council. He is an Agricultural Systems Management major at Purdue University and plans to pursue a Master’s degree or study abroad. In his free time, he likes to hike, take road trips, and participate in the Purdue Paint Crew. Among Carter’s fun facts is that he won 2nd place at the Porter County Donut eating competition!
Eli Levsky - Communications
“I am excited to highlight all of the amazing memories that Arrowmen made this year at NOAC. No matter which program area people attend, I cannot wait to see Arrowmen have an exciting time that they will remember for years to come, just like I did when I attended NOAC.”
G9 Section Chief Eli Levsky is an Eagle Scout and Vigil Honor member of Takhone Lodge and the Pathway to Adventure Council. He is an International Studies and Political Science major at Miami University and plans to work in the State Department’s Foreign Service. In his free time, he likes to read, watch movies, and participate in on-campus organizations. Eli also loves listening to French pop music.
Ben Jones - Adventure Central

G8 Section Chief Ben Jones is an Eagle Scout and Brotherhood member of Wenasa Quenhotan Lodge and Troop 40 in the W.D. Boyce Council. He is currently in high school and plans to pursue a degree in Sports Management. In his free time, he likes to study, read, and play lacrosse. When asked for a fun fact, Ben shared that he’s left-handed.
Jasim Ali - Engagement

G1 Section Chief Jasim Ali is an Eagle Scout and Vigil Honor member of Atchafalaya Lodge and Troop 133 in the Evangeline Area Council. He is a Mechanical Engineering major at the University of Louisiana at Lafayette and plans to become a project manager at an engineering company. In his free time, he likes to play video games, and tennis, and hang out with his friends. Jasim also shared that he can do a successful backflip, but only on a trampoline.
